Section 1 . That the zone classification of the following described property is
hereby changed as follows:
From R-A, Residential Agricultural to RSF-4, Residential Single-Family,
Four Units Per Acre as shown in Exhibit "A" attached hereto and made a
part hereof.
Section 2. That the official zoning map of the City of Fayetteville, Arkansas
is hereby amended to reflect the zoning change provided in Section 1 above.

Subject: Rezoning request for the City of Fayetteville (R-A to RSF-4)
RECOMMENDATION
Planning Staff recommends approval of an ordinance rezoning approximately 1 .95 acres
of property from R-A, Residential Agricultural to RSF-4, Residential single family 4
units/acre.
BACKGROUND
Property description: The subject property is 1 .95 acres zoned R-A, Residential
Agricultural. It is bordered to the north by the Planning Area and to the south, east and
west by the proposed Stonebridge Meadows Phase II subdivision, which is zoned RSF-4,
Single-family residential - 4 units/acre. This tract of land was dedicated to the City of
Fayetteville as park land for Stonebridge Meadows Phase 1. Meadows Enterprises, Inc.
requested to rezone the property surrounding this tract of land from R-A to RSF-4
following the dedication. Planning Commission recommended approval of the rezoning
on April 14, 2003, and the City Council approved it on May 6, 2003 . A PPL for
Stonebridge Meadows Phase II was submitted on September 22, 2003, and with this
submittal the applicant requested that the park land dedication for Stonebridge Meadows
Phase I and Phase II be combined into one 5 .45 acre tract of land east of the existing 1 .95
acre park. The 1 .95 acre tract is proposed to be deeded back to Meadows Enterprises,
Inc. with final plat approval for Stonebridge Meadows Phase II at which time it is
intended to be used for single-family residential lots according to the approved
preliminary plat. In order for this to take place, the land must be rezoned from RTA to
RSF-4.
Proposal: The applicant proposes to rezone the 1 .95 acre tract in anticipation of
exchanging land with Meadows Enterprises, Inc. If this occurs, the land will be
developed as part of the Stonebridge Meadows Phase II subdivision. The requested
zoning will provide for additional residential development at a maximum density of 4
units per acre.
DISCUSSION
The Planning Commission voted 9-0-0 in favor of this request on Monday, November 24,
2003 .

INFRASTRUCTURE:
Access to the site is from River Meadows Drive, an undeveloped road which has been identified
on the plans for Stonebridge Meadows Phase II Subdivision preliminary plat. Access to existing
water and sewer facilities will be available to the site with the development of the subdivision.
LAND USE PLAN: General Plan 2020 designates this site Residential. Rezoning this property
to RSF-4, Residential Single-family — 4 units per acre, is consistent with the land use plan and
compatible with surrounding land uses in the area.

FINDINGS OF THE STAFF
1 . A determination of the degree to which the proposed zoning is consistent with land use
planning objectives, principles, and policies and with land use and zoning plans.
Finding: The proposed rezoning is consistent with land use planning objectives,
principles, and policies and with land use and zoning plans. Surrounding
properties are residential or'agricultural in nature. The subject property
provides for an extension of an existing single family subdivision and
potentially a larger tract of park land for the surrounding subdivisions.
2. A determination of whether the proposed zoning is justified and/or needed at the time the
rezoning is proposed.
Finding: The proposed rezoning is justified because it is consistent with the
surrounding property recently rezoned RSF-4 and the City's adopted
General Plan 2020. Because of previous action taken on the property, it is
currently identified as Open Space on the Future Land Use Map.
3 . A determination as to whether the proposed zoning would create or appreciably increase
traffic danger and congestion.
Finding: The maximum development allowable on the property if rezoned will be
seven single family homes. Therefore, the proposed rezoning will slightly
increase the amount of traffic generated by the property. This increase
should not create or appreciably increase traffic danger and congestion.
4. A determination as to whether the proposed zoning would alter the population density
and thereby undesirably increase the load on public services including schools, water, and
sewer facilities.
Finding: This property is within the City's service area.
5. If there are reasons why the proposed zoning should not be approved in view of
considerations under b (1 ) through (4) above, a determination as to whether the proposed
zoning is justified and/or necessitated by peculiar circumstances such as:
a. It would be impractical to use the land for any of the uses permitted
under its existing zoning classifications;
b. There are extenuating circumstances which justify the rezoning
even though there are reasons under b (1) through (4) above why
the proposed zoning is not desirable.
