BACKGROUND Property description: The subject property is located on Knerr Rd. which is accessed at the eastern end of Rock St. on Mt. Sequoyah. It is a part of a large homestead which has been a part of the Williams family for many generations (since 1910). On the site there is a single family home and a barn with other accessory structures. The property is served by city water and a private septic system. The subject property is surrounded by additional property owned by the applicant which is also a part of the historic homestead. Further surrounding this property are large lots containing single family homes. Proposal: The applicant proposes to bring horses back to this property from a remote location that has been leased for many years. The existing barn will serve this activity and a pasture will be re-established north and east of the home on the property. Request: The request is to down-zone the subject property from RSF-4, Residential single family, 4 units per acre and RMF-24, Residential multi-family, 24 units per acre to R-A, Residential Agricultural in order to allow the applicant to keep horses on the property. No. 4178, 8-31-99) 0 • Fayetteville Planning Commission and City Council: This property has been in my family since 1910. Our children are the fifth generation to live at 288 Knerr Road (named for my great-grandparents). Our house was built in 1872-73 by the same contractor who built Old Main and was placed on the National Register of Historic Places in 1975. Fayetteville's 2020 General Plan describes our home in page 102. Also located on our three -acre parcel is one of the oldest barns in Fayetteville (and one of the first to have concrete floors). I remember helping my Great -Aunt Ina Knerr milk her cow and gather eggs from the henhouse in the fifties. The henhouse was torn down by my parents and replaced with a toolshed. The barn has not seen a cow in forty years. However, my wife and daughter are avid horse riders. We have rented vacant land in the South Industrial Park for many years, fencing and maintaining it for our horses. Since the City needs to use the back portion of this pasture for the new Water and Sewer building and pipe storage area, we must move our horses. We plan to re-establish the pasture that used to lie north and east of our house and use our historic barn for horses again. Our three -acre parcel lies within about forty acres owned by myself and my two brothers, Jeff and Phil. Our only abutting neighbors are Mr. and Mrs. Donald Clark whose house is on another street (Barton) hundreds of yards from our property line. We have spoken to Mr. & Mrs. Clark who are very supportive of our desire to return horses to our property and of our request to down zone to Residential Agricultural. Our rezoning request is consistent with Fayetteville's General Plan 2020. For example, this rezoning by allowing us to bring horses back to our historic barn meets all three of the Guiding Policies of the Community Character section of the 2020 Plan: "6.14.a. Protect and enhance Fayetteville's appearance, identity, and sense of place. 6.14.b. Retain the small town character of Fayetteville. 6.14.c. Protect the hillside and environmental resources of Fayetteville." RE' ''ED SEPCc PLANNii.. HIV. This rezoning also meets the guiding policies for general land use classifications found in Section 6.2 (page 67). "Future land use designations are based on existing land use patterns ... and policies which the City wishes to implement." Some of these policies which are stated within the 2020 Plan include "open space conservation"; (p. 68) "environmental protection and the natural beauty and scenic vistas of the city"; (p.78) "minimize intense forms of urban development on steep slopes"; (p.79) "integrate Fayetteville's historical past with the social and economic dynamics of the present through revitalization, restoration, and renovation efforts." (p. 83) By rezoning this three acre home -site to Residential Agricultural, the city is allowing the 90 to 100 year old structures to revert to their historic context and use and ensuring that more intense development on this Mount Sequoyah site will not occur. Fayetteville has specifically endorsed the mission statement of the Historic District Commission which states: "We believe that a dynamic perspective of history is fundamental to our community's continued evolution and growth and that the present community must actively affirm the significance of its past for future generations." (p. 83) Our 2020 Plan's Guiding Policies for Historic Districts include: "Protect and Preserve historically significant structures and landmarks within the city." We have invested over $30,000.00 to repair and renovation work in 2002 on our historic home and thousands more on 2003. Much sweat equity has been expended both on the house and barn. We are doing our part to preserve this historic structure. Rezoning this home -site back to its historic use would comply with Guiding Policy #6.13.d. "Enhance revitalization through the strategic use of public, planning, and funding, and working in concert with private sector investment." (p.84) We are not asking for public funding , only your assistance in rezoning so our barn can be used as a barn again, and my wife and daughter can have their horses in our own pasture where my great-grandparents grazed their horses.
