Eighteenth Street, also designated a collector, on the south turns into and becomes Futrall Drive running north/south. Existing water and sewer lines are available for extension to serve development on this property. LAND USE PLAN: General Plan 2020 designates this site Regional Commercial. Rezoning this property to C-2, Thoroughfare Commercial is consistent with the land use plan and compatible with surrounding land uses in the area. FINDINGS OF THE STAFF 1 . A determination of the degree to which the proposed zoning is consistent with land use planning objectives, principles, and policies and with land use and zoning plans. This proposal would bring the zoning of the subject property in line with the designation of the property on the City's adopted Future Land Use Plan. Providing land in this area for commercial development, along the bypass and at the southern entrance to the City, is desirable and is consistent with surrounding zoning and development patterns. 2. A determination of whether the proposed zoning is justified and/or needed at the time the rezoning is proposed. Finding: The proposed zoning will limit the types of development that could be located on the subject property eliminating several undesirable uses that can currently be established by right in the I-1 district. Warehousing and wholesale operations as well as light manufacturing are uses that are not appropriate at the entrance to the City or in this heavily traveled commercial corridor. 3. A determination as to whether the proposed zoning would create or appreciably increase traffic danger and congestion. Finding: The proposed zoning will not create or appreciably increase traffic danger and congestion. Developmet of this property will require improvements to existing infrastructure and the implementation of portions of the City's Master Street Plan. Access around this site should be adequate to handle the traffic that will be generated by commercial development. 4. A determination as to whether the proposed zoning would alter the population density and thereby undesirably increase the load on public services including schools, water, and sewer facilities. Finding: The proposed zoning will not alter population density. Police — No objections are being made to this rezoning. Traffic may increase to some degree, however it will not present a problem in and of itself that cannot be dealt with concerning traffic and other police matters. The rezoning is located well within the already established city limits and will not require the police to travel an undue distance to answer calls for police assistance. Fire - Response time to this location would be approximately four minutes. This location is approximately 1.4 miles from the closest station. Water supply with fire hydrants shall be required. 5. It is RZN 03-12.00 which was submitted by Jerry Kelso of Crafton, Tull & Associates on behalf of Tom Broyles for property owned by Helen Adams and located at the northeast corner of 18`h Street and Futrall Drive. The property is zoned 1-1, Heavy Commercial/Light Industrial and contains approximately 17.56 acres. This request is to rezone to C-2, Thoroughfare Commercial. Staff is recommending approval. That consists of the former Food4Less structure that is now used for Wal-Mart for a demo and display setup.
