HomeMy WebLinkAboutOrdinance 4457 ORDINANCE NO. 4457 ; AN ORDINANCE AMENDING CHAPTER 50: GARBAGE AND TRASH, OF THE CODE OF FAYETTEVILLE, TO ADOPT A RESIDENTIAL CART EXCHANGE FEE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . That §50.40(A) Rates for Services: Residential Service, Code of Fayetteville is hereby amended by inserting the following at §50.40(A)(4) : §50.40 Rates for services. (A) Residential service. (4) If at any time after May 15, 2003, a residential customer wishes to exchange to a larger residential garbage cart size, the customer shall be assessed a twenty dollar ($20.00) cart exchange fee. No fee shall be assessed for customers wishing to exchange to a smaller cart. Discussion: Justification for fee- This fee is proposed in an effort to limit the number of residents changing cart sizes. There should be no fee if a resident want to change to a smaller cart in order to promote waste reduction. • Many communities with Volume Based programs, like Fayetteville, have similar fees associated with changing cart sizes. • The fee will be collected to offset the costs of staff labor, equipment and time involved with changing the cart. Sending an employee to change out the carts will affect the responsibilities of the Residential Collections Crew leader by requiring him to perform the activity, which will amount to approximately 30 minutes per change out. If residents are continually requesting changes then 10 requests a day will account for half of his work day. • The fee will also offset the cost of maintaining correct inventory of carts. Staff time will need to be allotted to record and maintained correct counts of the number of each size cart. Based on references from other cities who have implemented a cart program most of the requests for cart changes will occur in the first 90 days of the new program. Recommendation: Implement an exchange fee of $20 to cover costs of upgrading cart sizes while not instituting a fee for an exchange to a smaller cart. We recommend giving residents a one time chance, at no charge, to change their cart size after the initial delivery of the carts for a period ending 5/15/02. Discussion: This fee is proposed in an effort to recover costs associated with changing cart sizes to residential customers. In an effort to promote waste reduction and recycling, there should be no fee if a resident wants to change to a smaller cart. Justification for establishing a fee is listed below: • Many communities with Volume Based or Pay-As-You-Throw programs, like Fayetteville, have similar fees associated with changing cart sizes. Recommendation: Implement an exchange fee of $20 to cover costs of upgrading cart sizes while not instituting a fee for an exchange to a smaller cart to promote waste reduction and recycling. Staff recommends allowing residents, after the 30 day period from receipt of their cart, a one time chance, at no charge, to change their cart size. The exchange period for residents to exchange their carts without a fee would end by 4/30/03. To avoid continual requests for cart exchanges, staff recommends cart exchanges must be held for a minimum of 30 days.
