Section 4. That the 1 .0 mil levied above for operation of the Fayetteville City Library replaces the 1 .0 mil county library tax formerly levied on property within the City of Fayetteville and is not an additional mil. This request will provide for such levy on property assessed during 2002. The total assessed value of real and personal property located within the city limits of Fayetteville, as of September 14, 2002, is approximately $668 million. The assessed valuation is before the Washington County Board of Equalization has made all the changes to the County Assessors Abstract. Based on the preliminary assessments, the growth in real estate assessments is approximately 7.6%. The final assessments are anticipated from Washington County mid October. A millage levy ordinance must be approved by City Council in order for the City to continue to collect property taxes for the Policemen's Pension and Relief Fund and the Firemen' s Pension and Relief Fund. The millage levy for the Policemen's Pension and Relief Fund is 0.4 mils for real property and 0.4 mils on personal property. The millage levy for the Firemen' s Pension and Relief Fund is 0.4 mils for real property and 0.4 mils on personal property. In addition, there will be a millage levy for the operation of the Fayetteville Public Library if approved by the voters on October 1 , 2002. The millage levy for the Fayetteville Public Library will be 1 .0 mils for real property and 1 .0 mils on personal property. City Council has the option of assessing up to 5 mils on real and personal property. City Council may choose to exercise its option to levy some or all these discretionary 5 mils to provide a financial cushion to General Fund in the event Amendment 3 (removal of sales tax from food and drugs) is approved by the voters on November 5. The estimated impact on the City in General Fund, for 2003 if Amendment 3 is approved is between $ 1 .6 and $2.2 million. The millage levy must be at Washington County, November 7 to be included in their consolidated levy ordinance. Approximately 3 mils would be needed to offset this loss. If City Council levies millage to offset the projected loss if Amendment 3 is approved then the millage revenue would be used for operations. If Amendment 3 is not approved and City Council has levied millages, then the funds could be directed to one or more identified capital projects. The majority of the funds from a millage received is in November. The City levy will be added to the levies by Washington County, the various school districts, improvement districts and other cities within the County when the Washington County Quorum Court adopts its millage levy for 2002. The City Council can approve up to 5.0 mils for operations. The table assumes a 95% collection rate. Total real and personal property assessments for 2002 amount to approximately $641 million excluding real estate and personal property for utilities. The change in assessed value, for real estate, from 2001 to 2002 is approximately $37.8 million or (7.7%). The change in assessed real estate value is due to newly discovered, newly constructed property (5.5%) and reassessment of existing property (2.0%). This change is offset by a total reduction of approximately $36.8 million in the assessed value for personal property. The net change for all assessments is approximately $1 .0 million or (0. 16%). It reflects the district totals for all the taxing entities in Washington County as they were assessed August 19, 2002 for 2002. Values are to be certified forpurposes of determining if millage rollback is required under Amendment 59 as soon as the Equalization Board is finished and the County Court hearings are complete. The Equalization Board has meetings scheduled through the end of September, and County Court hearings, if there are any, will commence after that. As you can see in the "%change" column, some of the cities have already experienced more than a 10% increase in total assessed value.
