AN ORDINANCE AMENDING §97.017 OF THE CODE OF
FAYETTEVILLE, TO ALLOW THE MAYOR OR HIS DESIGNEE
TO ESTABLISH FEES FOR CITY SWIMMING POOLS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1 . That §97.017 Fees for City Swimming Pools., of the Code of
Fayetteville, is hereby repealed and the following is inserted in its stead:
§ 97.017 FEES FOR CITY SWIMMING POOLS.
Upon the recommendation of the Parks and Recreation
Advisory Board, the Mayor or his designee shall establish and
make periodic adjustments to the schedule of fees charged for the
use of city swimming pools.

While reviewing your Staff Review Form requesting an increase in
the swimming pool user fees at Wilson Park, I learned that in August
1998, the City Council amended the process for establishing fees for
the use of City ballfields. It is my recommendation that §97.017 of the
City Code be amended in the same manner. This would introduce a
greater degree of flexibility into the process, and eliminate the
confusion inherent in having multiple and differing methods for
fixing the various park fees.
I have attached a copy of the proposed language. Let me know if
our office can be of further assistance.

Re: 2002 Swimming Pool Fee Increase
Background
Since December of 1999, Parks and Recreation has been evaluating the prices of admission for the
Wilson Park Swimming Pool. After a regional survey showed Wilson Pool 's fees were lower than the
regional average, Parks and Recreation Staff began trying to determine if our fees should increase.
Traditionally, revenue produced by municipal swimming pools do not cover operational expenses and
Wilson Pool is no exception. However, Parks Staff believes Wilson Pool is a unique feature within our
Parks System that improves the quality of life in our community.
Current History
During the 2001 Pool Season, Parks Staff witnessed an increase in many of the pool 's operating
expenses. Prices of personnel, chemicals, safety training and cleaning supplies are increasing. These
increases are raising the overall expenses of Wilson Pool. These increases, along with the fact that
Wilson Pool 's prices are below the regional average, justify an increase in fees for the Wilson Pool.
On January 7, 2002, Parks and Recreation Advisory Board approved a price increase proposal.
Please see attached form for increased prices. These increased fees, which are in line with regional
prices, should raise an additional $ 14,000 in revenue. While this additional revenue will not cover the
operational loss at Wilson Pool, it will minimize the loss to cover the increased expenses.
Recommendations
Parks and Recreation seeks approval of these proposed fees. If passed, these fees will become
effective for the 2002 Swimming Pool Season. We also will begin using resolutions to amend our fee
schedule. The appropriate language to modify and/or change our current process will be provided to
Council by the City Attorney.

2002 Wilson Pool Fee Increase Proposal
Admission Fees for Wilson Park Swimming Pool are set by City Ordinance. In 1999, Parks and
Recreation Staff conducted a survey that showed Wilson Park Fees are lower than average (please see
next page). Parks and Recreation Staff recommends a fee increase that will serve two purposes. The
proposed fees will simplify the current price categories and will raise fees to the regional average.

Hourly Rental Fees will be evaluated and determined on a yearly basis, by the mayor or his designee.
The fee will be based on the operational expenses for the duration of the rental period.
*Group Discounts are for licensed day cares centers. Discounts are only available to day care centers
who are approved by the Parks and Recreation Superintendent and schedule their pool visit with
Wilson Pool Staff.

ADMISSION FEE STUDY ANALYSIS
In December 1999, Fayetteville Parks and Recreation conducted a survey to determine the admission
fees charged at other Municipal Outdoor Swimming Pools. The enclosed survey was sent to 34 cities in
the states of Arkansas, Kansas, Oklahoma and Missouri. Twenty surveys were returned providing us
with a 59 percent return rate.
