AN ORDINANCE WAIVING THE REQUIREMENTS OF
FORMAL COMPETITIVE BIDDING AND APPROVING THE
PURCHASE OF A USED SELF-PROPELLED ARTICULATING
BOOM LIFT TO BE UTILIZED BY THE PARKS MAINTENANCE
DIVISION AND THE BUILDING MAINTENANCE DIVISION;
ESTABLISHING A REVIEW AND RECOMMENDATION
PROCEDURE FOR PURCHASE OF THE LISTED EQUIPMENT;
AND, AUTHORIZING THE MAYOR TO APPROVE PURCHASE
OF THE LISTED EQUIPMENT AT A TOTAL COST NOT TO
EXCEED $35,000.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1 . The City Council hereby waives the requirements of formal competitive bidding
for the purchase of a used self propelled articulating boom lift which will be utilized by the Building
Maintenance Division and the Parks Maintenance Division. Said formal bidding requirements would
prevent purchase of such units as dealers do not find it practical or feasible to hold a unit of this type
for the time necessary to comply with the requirements.
Section 2. The City Council hereby authorized representatives of the Fleet Operations
Division, Building Maintenance Division and the Parks Maintenance Division to evaluate, compare
and finalize a recommendation to the Equipment Committee to purchase one unit.
Section 3 . Upon consideration of the Equipment Committee recommendation, the Mayor is
hereby authorized to approve the purchase of one unit "on the spot" at a total cost not to exceed
PA AND APPROVED this 50s day of September , 2000.

RE: Recommendation for Purchase of Articulating Lift
At the present time, the City of Fayetteville does not own a 2-man
articulating lift. Bucket trucks currently used are not as maneuverable,
nor can they be raised high enough to accomplish many of the repairs to
various city buildings.
By purchasing an articulating lift, the Building Maintenance
Division alone would have easy access to areas of city buildings, such as
Solid Waste, Fleet Maintenance, and City Administration. The purchase
would also eliminate the need of renting a lift each year for 3-plus
months when Lights of the Ozarks is in progress up on the Square and
surrounding areas.
I, therefore, recommend the purchase of a 2-man articulating lift.
The addition of this piece of equipment to the City Fleet would be filling
a void in regard to maintenance of city buildings.

The Parks and Recreation Division has the need of a lift vehicle to maintain the lighting systems
at our athletic facilities. By fleet Division's procurement of such a vehicle it would result in
substantial savings to our division. Currently we must either rent the vehicle or hire someone to
come in and replace burnt out lights. This has resulted in our division spending approximately
$3000.00 in light bulb replacement costs this year alone Also there is a recurring cost of the
boom vehicle rental at the rate of $625 .00 per day, this will continue to occur as our newest
sports complex is equipped with 70 foot light poles. It is currently is our CIP plan to continue
upgrading our existing lighting systems at all of our other sport complexes, thus resulting in even
greater savings throughout future years.

With the availability of this boom lift vehicle, we anticipate light bulb replacement occurring
twice a year. Currently, we wait until a critical number of lights are out before calling in an
outside contractor, which occurs approximately once a year.

SUBJECT: Bid Waiver for a Used Self Powered Articulated Boom Lift
Attached is a proposed Ordinance providing for a Bid Waiver to purchase a Used Self Powered
Articulated Boom Lift. The utilization of this unit is detailed in the attached memorandum from Harold J.
Dahlinger, Facilities Superintendent and from Terry Gully, Turf and Facility Coordinator. This is the same style
equipment that was discussed at the August 1 , 2000 Administrative Services Staff Meeting.
A new unit of this type has a customer cost of $90,000.00 to $120,000.00. It is the intent to limit the
cost to a mabmum of $35,000.00 for a used unit in good condition delivered to our facility in Fayetteville.
An opportunity to save a substantial amount of money with the purchase of a used unit has proven to
work out well in the past in various other types of equipment. We have been very fortunate in locating very
serviceable units in the market. Therefore, every effort will be made to continue this record with another
economically priced used unit.
Upon approval of a Bid Waiver, a purchase recommendation for a suitable unit will be submitted to
the Equipment Committee and Mayor Hanna.
