ORDINANCE NO, 4265 AN ORDINANCE AMENDING CHAPTER 168: FLOOD DAMAGE PREVENTION CODE, OF THE CODE OF FAYETTEVILLE, TO ADOPT THE FLOOD HAZARD STUDY, PHASE II, PROVIDED BY THE U.S. ARMY CORPS OF ENGINEERS FOR USE IN MANAGING FLOODPLAINS WITHIN THE CITY OF FAYETTEVILLE; AND TO UPDATE THE FLOOD INSURANCE STUDY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . That Chapter 168: Flood Damage Prevention Code, Section B., of the Code of Fayetteville, is hereby deleted and the following shall be inserted in its stead: B. The Flood Insurance Study for the City of Fayetteville, Arkansas, dated July 21 , 1999, with accompanying Flood Insurance Rate Map, as may from time to time hereafter be amended, is hereby adopted by reference and made a part hereof as if set out fully herein. Three copies of said map shall be maintained in the office of the City Clerk C. Introduction The City of Fayetteville, Arkansas, has requested our assistance in preparing a Flood Hazard Study for Tributaries 1, 2, 3, 4, 5, 6, and 7 to Town Branch, Cato Springs Branch, Cato Springs Tributary, East Fork Cato Springs, Cummings Branch and Tributary, Tin Cup Creek and Tributary, College Branch, and West Branch in Fayetteville, Arkansas. This report presents results of a Hydrology and Hydraulics study to determine the 10-, 50-, 100-, and 500 -year flood profiles and 100 -year floodways for the above named streams. 2. General 2.1 Scope of Work This study involves determining the 10-, 50-, 100-, and 500 -year design storm rainfall and excess, developing corresponding design floods, and computing a 100 -year floodway. The drainage area for each basin is shown in Table 2. The drainage basins studied range from mostly heavily timbered areas draining into pasture land with typical rural development including single family dwellings, and small businesses, such as the Cato Springs basins, to mostly urban basins, such as College Branch and Tin Cup Creek. The other drainage basins studied combine heavily timbered areas with rural and urban development. Cato Branch and it's tributaries, along with Town Branch Tributaries 1, 4, 5, 6, and 7 flow northward into Town Branch. Town Branch Tributaries 2 and 3, Cummings Branch and Trib, Tin Cup and Trib, College Branch, and West Branch flow southward into Town Branch. Drainage Ar-eas (sq. No stream flow data was available for the study reaches. High water marks are not available. 2.4 Previous Studies No previous studies exist on the study streams. 3. Hydrologic Analysis 3.1 Design Storms The design storms required and developed for all study streams were the 10-, 500-, 100-, and 500 -year storm. Precipitation - depth -duration -frequency information for this study was taken from National Weather Service publications TP-40, and Hydro -35. The United States Department of Agriculture, Soil Conservation Service National Engineering Handbook, Section 4: Hydrology, dated March 1985, supplied the guidance for selecting the curve numbers. The soil survey maps in the Soil Survey of Washington County, Arkansas, published by the SCS in March 1969, provided the soil type classification for the basin. Soil coverage for the basin area was determined by planimeter or grid estimation. A wet antecedent soil moisture condition (AMC III) with a short duration storm was used as the starting condition to distribute the precipitation excess because of the short times to peak of the basin. 3.3 Hydrologic Model The Corps of Engineers' "HEC-1 Flood Hydrograph Package" was used to distribute the precipitation, to determine the excess, and to compute the discharges for the study basins. Table 4 contains a listing of the hydrologic coefficients used. All sub -basin areas were calculated by planimetering outlined areas on the USGS 7.5 minute quadrangle map. The Modified Puls routing method was used utilizing the normal depth storage routing procedure in the HEC-1 model. Routing steps were calculated based upon average stream velocity for each reach. 3.5 Design Discharges. Design discharges for all study were obtained from the HEC-1 output. Hydraulic Analysis 4.1 General The hydraulic analysis consisted of developing water surface profiles for the study streams using HEC-RAS computer program with surveyed and estimated cross -sections. A Floodway was developed which increased existing 100 -year water surface profiles 1 -foot or less. 4.2 Existing Conveyance System The streams studied are mildly to steeply sloped, meandering streams with a considerable amount of vegetative cover on steep to mild side slopes. All streams consist of areas of pools and shoals throughout the study reaches. All streams have rocky or gravely stream beds with a moderate growth of brush and trees on 10 the side slopes. The over banks range from dense trees and brush to pasture land. Average stream slopes, stream widths, and depths are shown in Table 6. The diversion channel provides relief for high flows at about station 42+00 and drains into East Fork Cato - Branch at about station 15+00. In the initial RAS analysis for Tributary 6, the diversion channel was modeled as the left overbank. The left overbank flow was assumed to be the flow lost to East Fork Cato. In the final RAS analysis, the diversion channel was removed from the left overbank leaving all remaining flow in the channel. 10-, 50-, 100-, and 500 -year flows subtracted from Trib 6 and added to East Fork Cato were determined to be 32, 48, 54, and 76 cfs respectively. A split flow situation exists with flow overtopping the left bank of Tributary 5 at Highway 265, station 21+00, and flowing into Tributary 6 near Highway 265, station 22+50. A rating was calculated assuming a length and depth of flow over the top bank, which was assumed to act as a weir. The computed flows for 10-, 50-, 100-, and 500 -year events were subtracted out of Trib 5 total flow and added into Trib 6 total flow at the Highway 265 bridge. The equation Q=CLH312was used to compute weir flow over the top left bank of Trib 5. "C" was assumed to be 1.5. "L" 17 used was 20, 25, 35, and 50 feet respectively for.10-, 50-, 100-, and 500 -year events. "H" used was 0.2, 0.4, 0.5, and 0.8 feet respectively. Depths were estimated from the overtopping cross section. "L" was estimated from the topo map. 4.5 Water Surface Profiles Water surface profiles were computed for the 10-, 50-, 100-, and 500 -year recurrence interval floods on each stream. 4.6 Floodway A floodway, which will pass the 100 -year flood with a maximum increase in the profile of one foot, was determined for both streams. The starting water surface elevation for the floodway calculations was obtained from the existing conditions HEC-RAS model results. .Method 4, in which the HEC-2•program selects the floodway widths by equal conveyance reduction, was used initially to estimate the floodway. The final floodway was determined using Method 1 (specifying encroachment stations), by modifying the results of Method 4 so as to approach the one foot increase in the water surface profile as nearly as possible, while maintaining realistic changes in floodway widths from one cross section to the next. 5. Data Management. Table 9 lists the data file names. The models are logged into the Little Rock District's HES book, "Record of Files for Computer Program Models", by study and stream name.
