BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS : Section 1 . That the City Council hereby waives the requirements of formal competitive bidding for the purchase of three (3) Cab & Chassis with mounted Compartmentalized Recycling Body which will be utilized by the Solid Waste Division in the Curbside Sort Program. Said formal bidding requirement would prevent purchase of such units as dealers do not find it practical or feasible to hold units of this type for the time necessary to comply with those requirements. Section 2. The City Council hereby establishes the following procedure for review and recommendation for the equipment listed in Section 1 above: A. Representatives of the Fleet Operations Division and the Solid Waste Division shall evaluate, compare and finalize a recommendation to the Equipment Committee. B. The Equipment Committee shall review the recommendation received and shall forward the recommendation along with their comments to the Mayor for consideration. Section 3. The Mayor is hereby authorized to approve the purchase of three (3) Cab & Chassis with mounted Compartmentalized Recycle Body at a cost not to exceed $330,000. Attached is a proposed Ordinance providing for a Bid Waiver to purchase Compartmentalized Curbside Sort Recycle Vehicles for use in the City of Fayetteville Recycling Program. The current program has proven to be popular with a participation rate which is taxing the ability of the present workforce utilizing the fleet now on hand. In order to provide the service that was originally intended it is now necessary to add to the existing fleet. It has been determined that the need exists to provide 8 full time routes to properly maintain the program at the expected rate. We currently have 6 complete units in operation which has handled the needs in a proper manner. The purchase of 3 additional units will provide necessary coverage for the anticipated routes and include a back up whenever a route vehicle is placed out of service due to mechanical needs or accident damage. Due to the ability of the City to acquire completed units from SAC Recycling System of South Windsor, Connecticut, in a timely fashion at a good competitive price, it would be to our advantage to exercise the ability to purchase 3 units at the current time for delivery shortly after the first of the year. This eliminates the need to extend the time frame due to bidding requirements and further delay waiting for vehicle production. By utilizing this option, we could be saving as much as 6 months delay in placing units into operation. Due to the fact that SAC currently has on hand chassis that are compatible with the units currently in service, delivery time will be cut substantially. Procurement of these units in that time frame will allow us to gain a much more desirable routing and efficiency of the units in operation. The Replacement/Expansion Solid Waste Equipment - Project 98067 currently has a balance of $574,703.00 budgeted for the calendar year 1999. Utilization of $330,000.00 for this request will allow a balance of $244, 703.00 available for addition equipment. This request is based on a maximum of $110,000.00 per unit with the final dollar amount to be negotiated to include the addition of an air conditioner and grade retarder. In order to minimize the delivery schedule surrounding this request, I have made inquiries to SAC Recycling as to delivery of vehicles. They informed me that they have seven International cab and chassis on their lot ready for the body to be constructed and mounted and could be delivered by the end of the year. The cab and chassis that SAC Recycling have on hand are identical to the one International recycling vehicle we are currently using. The Intemational recycling vehicle is ideal for our curbside recycling program. The International has a proven track record in numerous other communities, as well as our own, using the curbside sort collection method. We have five Mack trucks which we use in this program and have had numerous problems keeping them running and have limited maneuverability compared to the International. In an effort to support our program and maintain a strong working relationship, SAC Recycling has offered to keep the purchase price the same as our previous purchase and deliver these new vehicles by the end of the year. I am requesting that we obtain a bid waiver from the City Council and proceed with the purchase of two International recycling vehicles.
