ARKANSAS:
Section 1 . The City Council hereby waives the requirements of formal competitive

DATE: January 12, 1999
SUBJECT: Bid Waiver for Used/Demonstrator Self Propelled Wedge foot Roller
Attached is a proposed Ordinance providing for a Bid Waiver to purchase a used
or demonstrator Self Propelled Wedge foot Roller to be utilized basically in the Street
Maintenance Program. (Reference 1999 Budget-Project 98062)
1 have conducted an informal survey of several Arkansas and Oklahoma dealers
and have found some used and rental units of various brands and sizes that could fit into
the criteria of our requirements.
Procurement of a used/demonstrator/rental unit will allow us to gain a much more
desirable unit for the dollar amount expended. The intent will be to procure a unit with
useable life on par with comparable new units for the dollars expended.
Upon approval of a Bid Waiver, a selection committee consisting of myself, Randy
Allen and Kevin Crosson, would do further investigation to locate and recommend the
purchase of a suitable unit prior to submission to the Equipment Committee and Mayor
Hanna.
Even though the necessity of procurement is not an emergency, it would be to the
benefit of the City to suspend the normal procedure to allow the passage of this ordinance
at the earliest possible opportunity. This will allow us to get the benefit of the current
market trends which should prove to be very beneficial.
