AN ORDINANCE WAIVING THE REQUIREMENTS OF
COMPETITIVE BIDDING FOR MARKETING RECYCLABLE
COMMODITIES AND APPROVING A SPOT PRICING
PROCEDURE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS :
Section 1 . That the City Council hereby waives the requirements of competitive
bidding for marketing recyclable commodities for the reason that said requirements are not
feasible or practical because the recyclable commodities are shipped in minimum loads of 20
tons and storing 20 tons of processed recyclables during the formal bid process does not allow
for efficient facility operations or optimum revenue collection.
Section 2. That the City Council approves spot pricing for recyclable commodities
by obtaining per ton telephone quotes from regional buyers as recyclable loads become ready
for shipment. The buyer quoting the highest per ton price, including freight, will be awarded
the load.
