AN ORDINANCE ESTABLISHING A JUVENILE CONCERNS
COMMITTEE; PROVIDING FOR ITS COMPOSITION ; AND
PROVIDING FOR RULES AND REGULATIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS :
Section 1 .
A. That there is hereby established a committee to be known as the
Juvenile Concerns Committee which shall meet a minimum of 6 times per year.
The purpose of the committee shall be as follows:
1 . To address juvenile crime prevention.
2 . Act as a conduit between youth and city government.
3 . Promote a safe and productive environment in which youth
can grow with the goal of becoming productive citizens.
B. The Juvenile Concerns Committee shall make recommendations
to other city committees and the City Council on matters concerning youth.
C. The Juvenile Concerns Committee shall promulgate rules and
regulations necessary for the conduct of committee meetings and other business.
D. 1 . Such committee membership shall be composed of the
following:
• 3 Aldermen
• 1 City Prosecutor or representative
• 2 Parents
• I Policeman; juvenile officer
• I Juvenile court representative
• 3 Teachers (one representing Woodland Jr. High School , one representing
Ramay Jr. High School, and one representing Fayetteville High School)
• 2 Juveniles
2 . If any of the described membership categories are not filled,
the committee shall have the discretion to recommend at-large members.

E. Membership Terms shall be as follows :
1 . Each Juvenile member shall serve for a term of one ( 1) year.
2. All other members shall serve for a term of two (2) years.
F. Appointment to the committee shall be as follows:
1 . Elected and staff positions on the committee shall be filled by
mayoral appointment.
2. Citizen positions on the committee shall be filled through the
selection process as set for in the Rules of Order and Procedure, Fayetteville
City Council, Revised and Adopted January 3 , 1991 , Section H. CITIZENS
COMMITTEES, and as may from time to time be revised.
G . The initial terms of this committee shall begin upon appointment
and shall run until May 31 , 1996 for Juvenile members and until May 31 , 1997
for all other members. Subsequent terms shall run as set forth above.
Section 2 . The City Council hereby determines that the aforesaid provisions are
necessary and unless put into effect immediately, the public health, safety, and welfare of the
people of Fayetteville will be adversely affected. Therefore, an emergency is hereby declared
to exist and this ordinance being necessary for the public health, safety, and welfare shall be
in full force and effect from and after its passage and approval .
