Home My WebLink AboutOrdinance 3709 ORDINANCE NO. 3709 AN ORDINANCE WAIVING THE REQUIREMENTS OF FORMAL COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE OF USED MULTI PASSENGER BUS EQUIPMENT FOR USE IN THE YOUTH CENTER TRANSPORTATION PROGRAM AT A COST NOT TO EXCEED $26,500 AND APPROVAL OF A BUDGET ADJUSTMENT. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS : Section 1 . The City Council hereby waives the requirements of formal competitive bidding for the purchase of used multi passenger bus equipment for use in the Youth Center Transportation Program for the reason that said requirements are not practical as Dealers will not hold used vehicles for the time necessary to take and award formal competitive bids. Section 2.The City Council hereby authorizes the purchase of used bus equipment "on the spot" at a total cost not to exceed $26,500.00. Section 3 . The total number of vehicles involved in this purchase will be a maximum of one unit with a capacity range of 22 to 32 passengers. The acceptance of the vehicle shall be agreed upon by the committee as listed in Section 4. Section 4. The City Council hereby authorizes a committee formed of the following members to evaluate, compare and finalize a recommendation to the ADR Committee upon unanimous approval: Fleet Maintenance Superintendent Fleet Maintenance Supervisor Purchasing Officer Parks and Recreation Director Administrative Services Director Section 5 . The City Council hereby authorizes the ADR Committee to review the recommendation for final approval of purchase. Section 6. The City Council hereby approves a budget adjustment increasing Acct. No. 9700- 1920-5802.00, Project No. 93058 by decreasing Acct No. 9700- 1920-5802.00, Project No. 93057 in the amount of $26,500. The Council hereby determines that the immediate acquistion of the passenger bus equipment is necessary for the safety and welfare of Fayetteville youth involved in Youth Center programs and the immediate passage of this ordinance is necessary to provide for their needs. Therefore, an emergency is declared to exist and this ordinance being necessary for the public safety and welfare shall be in full force and effect from and after its passage and approval .
