FAYETTEVILLE , ARKANSAS , FOR THE YEAR 1992
FIXING THE RATE THEREOF ,' AND CERTIFYING THE
SAME TO THE COUNTY CLERK OF WASHINGTON COUNTY ,
ARKANSAS ,
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That a tax is hereby levied on the real and
personal property within the City of Fayetteville , Arkansas , for
the year 1992 , to be collected in 1993 , for the following purposes
at the following rates :

Section 2 . That the real and personal property tax so
levied and the rates provided therefore are hereby certified to the
Clerk of Washington County , Arkansas , to be placed in the tax book
by the County Clerk and collected in the same manner that the
county and school district taxes are collected .
Section 3 . That the City Clerk is hereby authorized and
directed to file certified copies of this ordinance in the office
of the County Recorder , County Clerk , County Assessor , and the
County Tax Collector for Washington County , Arkansas ,

Re: 1992 Property Tax Millage Rates
Date: August 28, 1992
Each year the City must approve an ordinance to renew the levy of real estate property taxes within the City.
This request will provide for such a levy on property taxes which were assessed during the 1992 calendar year.
According to information provided by the Washington County Assessor' s Office, the City of Fayetteville
assessed value of real estate is $212 ,517 ,633 . The current real estate millage rate for general operating expenses
is 3. 8 mills. The City' s assessed value for personal property is $80, 823 ,404 . The following tables compares
the revenues at the current rate to the maximum rate allowed for general government operations.

At the current levy of 3. 8 mils, the City will assess $ 1 , 114 ,696 in property taxes in 1992 for general
government operations. Based on recent history , a collection rate of 95 % will equate to $ 1 ,058 ,961 in property
tax revenues. The total potential revenue available through property tax levies is $ 1 ,466,705 . This equates
to an additional $ 352 ,009 of revenue above that levied at the 3 . 8 millage rate. The Board of Directors has the
ability to increase the property tax millage up to the 5 . 0 maximum .
The millage rate for the Police Pension & Relief Fund and Fire Pension & Relief Fund for real estate and

personal property tax is .5 mills. An increase in either the Police or Fire pension millage would require a
general election.
During 1991 the Board of Directors approved a staff increase plan for the Police and Fire Departments. The
plan , currently followed by the City, calls for hiring three additional police personnel and three additional fire
personnel per year, until adequate staffing is achieved .
The current revenues in the City' s General Fund are sufficient to allow for the increased staff positions in 1993
under the phase-in plan while maintaining a balanced General Fund budget. Both the Police and Fire
Departments are requesting personnel in excess of the phase-in plan in 1993 . Should the Board desire to provide
funding for the additional positions requested a millage increase would be needed . The following is a table of
new positions that exceed the phase-in plan for 1993 , the requested/related expenses, the year in which the
expenditure will begin, and the millage rate needed to cover the related expenses .

The proposal above would increase the general government operations millage rate from 3 . 8 mills to 4 . 5 mills
beginning with the 1992 assessments. The City would collect the tax in mid to late 1993 creating a need for
General Fund reserves to be utilized in the interim period . Current projections indicate that the General Fund
surplus funding received in 1992 should be adequate to cover the necessary expenses in the interim period.
In order to provide the Board with further information , three attachments have been added to this memo. They
are as follows:
1 ) Attachment A - Describes the anticipated property tax revenue collected from various millage
increments and relates this to the cost of adding police and fire personnel .
2) Attachment B - Describes the effect of a millage increase on an average homeowner/taxpayer in
Fayetteville.
3) Attachment C - Lists the various millages levied by other municipalities in Washington and the
purpose of said millages.
Additionally , the November ballot contains an amendment to the Arkansas Constitution removing household
goods from personal property taxation . If the ballot question should be adopted by the electorate property tax
revenue would be reduced by approximately $ 30,000. The ballot question applies to 1993 property tax
assessments and would impact 1994 revenue. If you have any questions concerning this matter, please feel free
