AN ORDINANCE WAIVING THE REQUIREMENT OF
COMPETITIVE BIDDING AND AWARDING A CONTRACT
EXTENSION WITH COOPERS & LYBRAND FOR FINANCIAL
AUDIT SERVICES OF THE CITY FOR THE YEAR 1992 .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for a contract extension with
Coopers & Lybrand , for financial audit services of the City for the
year 1992 , for the reasons that said requirements are not feasible
or practical for the following reasons :
1 . The citizens voted on May 26 , 1992 to change the present
form of government to the aldermanic form ; and , as a result ,
the new form of government may request some changes in
operations and procedures which would not be available for the
preparation of the request for proposal document , which has in
the past provided for a contract period of four years .
2 . The firm of Coopers & Lybrand has conducted the
financial audit for the City during the past four years
and is familiar with the City ' s current operations and
procedures .
Section 2 . That the Mayor and City Clerk are hereby
authorized to enter into a Contract Extension with Coopers &
Lybrand for financial audit services of the City for the year 1992
at an amount not to exceed $ 51 , 000 . 00 .
