AN ORDINANCE WAIVING THE REQUIREMENTS OF
COMPETITIVE BIDDING AND AWARDING A CONTRACT
FOR ASBESTOS ABATEMENT OF THE MEDARK BUILDING
AND THE MAIN LIBRARY TO J . GRAVES ,, IN�C , + tip

Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for asbestos removal in the
MedArk Building and the main library for the reason that
competitive bidding is not feasible in that renovation was started
when the asbestos contamination was found and the work would be
unnecessarily delayed if formal bidding were required . Three
quotations were obtained on July 12 . The necessary repairs have
been identified and it is in the best interest of the City to award
a contract to J . Graves Inc . in the amount of $ 12 , 455 . 00 for
asbestos removal as low quote .
Section 2 , The Board of Directors hereby determines that
the immediate removal of asbestos from the MedArk Building and the
main library is necessary for the City to provide efficient public
works services and is - essential to the public health , safety and
welfare . Therefore , an emergency is hereby declared to exist and
this ordinance being `necessary for the public health , safety and
