KD IMEYER AR MICROFILMED ORDINANCE NO . 1574 AN ORDINANCE AMENDING THE ELECTRICAL CODE , SECTION 8- 30 . 1 TO PROHIBIT THE ELECTRIC COMPANIES TO SET A METER WITHOUT A CERTIFICATE OF APPROVAL FROM THE CITY ' S INSPECTOR . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF V FAYETTEVILLE , ARKANSAS : Section 1 , The Board of Directors hereby amends Section 8 - 30 . 1 of the Code of Ordinances of the City of Fayetteville , Arkansas to include a new subsection to read as follows : ( 6 ) Except as exempted in Sec . 8 -31 ( 9 ) , or in emergency situations when an inspector is not readily available , power companies shall not connect electrical service to any existing electrical wiring of any new or existing building without first obtaining a certificate of acceptance from the city electrical inspector . ARKANSAS DEPARTMENTAL CORRESPONDENCE TO : Fayetteville Board of Directors// THRU : Scott Linebaugh , City Manager eL FROM : John Merrell , Planning Management Director DATE : November 28 , 1990 SUBJECT : AMEND ELECTRIC CODE AND PLUMBING CODE The electric companies and the Fayetteville Inspection Division have worked together with no problems for many years . Not long ago the Inspection Division received a phone call by a person from one of the electric companies and was asked where in the electric code it stated that they couldn ' t set a meter before the electrical inspector approved the electrical wiring . The ordinance has some language which would lead a person to believe that it intended to say they couldn ' t set a meter until the electrical inspector approved the wiring but it doesn ' t clearly state that . The person wasn ' t trying to find a way to set meters without the Inspection Division ' s approval . In fact , they had refused to set a meter on an electric service the electrical inspector had disapproved . The person wanting the meter had demanded that they set the meter anyway and threatened to sue , etc . We don ' t need this amendment to keep the electric companies from setting a meter without our approval at this time , but we do need it to protect the electric companies when they refuse a meter because we haven ' t approved the electrical system . Harrison and Ft . Smith have a similar ordinance but Springdale and Rogers do not have anything . The following is the proposed amendment : Add to sec . 8- 30 . 1 Supplemental Regulations ( 6 ) Sxcapt as exempted in Sac . 8-31 ( 9 ) , or in emergencysituations When an inspector is not readily vailable , power companies shall not connect electrical service to any existing electrical wiring of any new or existing building without first obtaining a certificate of acceptance from the city electrical inspector. uRfR1�09PAUM5 PLUMBING Schedule 40 PVC pipe has been approved by the Arkansas Plumbing Division of State Health Department for many years . To the best of the Inspection Division ' s knowledge , Fayetteville is the only city still requiring cast iron drain pipe under concrete . The City of Harrison allows PVC pipe under concrete for residential building but not for commercial buildings . The staff doesn ' t know of any pit falls or ways PVC can be abused that could not be applied to cast iron except that PVC pipe requires more support because it is much more flexible . when installed properly to manufactures instructions , the staff believes both cast iron and PVC pipe are good products . The Inspection Superintendent has asked questions over the last ten ( 10 ) years of inspectors from areas where PVC pipe was allowed under concrete and there doesn ' t appear to be any more problems with PVC pipe than cast iron . The staff called three ( 3 ) plumbing contractors and asked them for their approximate estimate of savings on a one and a half ( 1 1/2 ) bath residence when using PVC instead of cast iron , their estimates are : FAYETTEVILLE PLUMBING $ 500 . 00 CARFAGNO PLUMBING $ 375 . 00 GABBARD PLUMBING $ 400 . 00 The 'staff "cal•led Service Supply and received the following price quotes ! .
