KOLLMEYER ORDINANCE NO . 01r;i 41 WC O F,Z 41130 AN ORDINANCE SETTING WATER RATES FOR THE WHEELER WATER ASSOCIATION TO BEGIN OCTOBER 1 , 1990 AND ENDING JANUARY 1 , 1994 . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby approves the setting of water rates for the Wheeler Water Association for supplying water to the Wheeler community to begin October 1 , 1990 and ending January 1 , 1994 . A copy of the rate charges authorized for execution hereby is attached hereto marked Exhibit "A" and made a part hereof . Section Z . The Board of Directors hereby determines that the immediate setting of water rates for the Wheeler Water Association is necessary for the City to provide essential water services and that the provision of such services is necessary for the public health , safety , and welfare . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval . PASSED AND APPROVED this 18th day of September 1990 .
