BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . The Board of Directors hereby waives the J requirements of competitive bidding for contract services of interim public Works birector for the reason that said requirements are not feasible or practical in order to commence and oversee the Public Works Department in an appropiate and efficient manner . Section 2 That the Mayor and City Clerk are authorized and directed to execute a contract with PRIME . Project & Interim Management Executives ( USA ) , Inc . ., for an interim public works director for a period of four ( 4 ) months . A copy of the contract authorized for execution is attached hereto marked Exhibit " A" and made a part hereof . Section 3 . That the Board of Directors hereby approves the budget adjustment in the amount of $ 24 , 700 for contract services for a term of four months . A copy of the budget adjustment for approval is hereby attached hereto marked Exhibit " B" and made a part thereof . Section 4 . The Board of Directors hereby determines that the immediate passage of this ordinance is necessary to provide said services to the Public Works Department . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
