KOLLMEYER AN ORDINANCE WAIVING THE REQUIREMENTS OF FORMAL COMPETITIVE BIDDING FOR THE PURCHASE OF OFRMED ONE USED 14 - 18 PASSENGER BUS FOR USE IN THE ADULT CENTER TRANSPORTATION PROGRAM . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . The Board of Directors hereby waives the requirements of formal competitive bidding for the purchase of one used vehicle ( bus ) for use in the Adult Center Transportation Program for the reason that said requirements are not practical as dealers will not hold used vehicles for the time necessary to take and award formal competitive bids . Section 2 . The Board of Directors hereby authorizes the purchase of one used vehicle ( bus ) " on the spot " at a total cost not to exceed $ 28 , 000 . 00 . Section 3 . The Board of Directors : hereby authorizes a J l committee formed of the following members to finalize said purchase upon unanimous approval : Fleet Maintenance Superintendent Fleet Maintenance Supervisor Purchasing Officer Parks and Recreation Director Adult Center Director Section 4 . The Board of Director hereby determines that the aforesaid provisions are necessary and unless put into effect immediately , the public health , safety and welfare of the people of Fayetteville will be adversely affected . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety , and welfare shall be in full force and effect from and after its passage and approval .
