KOLLMEY'ER AN ORDINANCE WAIVING THE REQUIREMENTS FOR MICROFWED COMPETITIVE BIDDING FOR THE RENEWAL OF THE EXISTING CONTRACT FOR GROUP INSURANCE WITH BLUE CROSS / BLUE SHIELD . BF, C7. ORDAINED AY THF. BOARD OF DIRECTORS OF TITF CITY O.T.' FAYF,TTF.VIT,I.F. , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the renewal of the existing contract for group insurance with Blue Cross / Blue Shield for the reason that said requirements are not feasible or practical in order to maintain the present retrospective funding arrangement unavailable elsewhere in the market . Section 2 . That the Mayor and City Clerk are hereby authorized to execute the renewal agreement of the existing contract for group .insurance with Blue Cross / Blue Shield providing L� four one year options ( current year plus 3 additional years ) exercised upon mutual agreement of the parties . GE Section 3 . That the terms of renewal of said contract shall include provisions for managed care and a hospital bill •v audit as part of a cost containment program . Section 4 . That the personnel director is hereby authorized to determine by majority vote of city employees which Q/ of the following two benefits formats the city will adopt : a . " Plan 90 " with no increase in employee contributions . b . The present plan with the requirement that employees fund 100 % of the additional cost for the 1990 - 91 plan year and for each succeeding plan year . The amount of increase in premium during the 1991 plan year for employee only coverage is $ 11 . 62 and for family coverage , $ 27 . 84 per month . 'ihe benefit format elected by the majority of city employees voting shall be adopted by the City of Fayetteville without further action of this Board . LIBFB �?��t�a�= �n5 Section 5 . That the Board of Directors hereby determines that the immediate renewal of the existing contract for group insurance is necessary to provide efficient city services essential to the public health safety and welfare . Therefore , an emergency is hereby declared to exist , and this ordinance being necessary for the public health , safety , and welfare shall be in full force and effect from and after its passage and approval .
