KOLLMEYER AN ORDINANCE AMENDING CHAPTER 2 OF THE FAYETTEVILLE MICROFILMED CODE OF ORDINANCES TO INCREASE THE PURCHASING AND CONTRACTING AUTHORITY OF THE CITY MANAGER . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVITJ \ ARKANSAS : Section 1 . Section 2-66 of the Fayetteville Code of Ordinances is hereby amended to read as follows : The City Manager , or his duly authorized representative , shall be the purchasing and contracting agent for. the City . He Wshall purchase all supplies , apparatus , equipment , materials , V and other things requisite for public purposes in and for the City and may execute contracts to effect such purchases . The u City Manager : shall also be the contracting agent for the City and shall enter into and execute all contracts for services , for the lease of land , the sale or exchange of personal property ownedby the City , and for the construction of municipal improvements . All such purchases and contracts LL shall be� subject to prior appropriations , in the budget approved by the Board of Directors , or to other authorization of expenditures therefor , approved by the Board of Directors . Section 2 . , Section 2 -67 - of the Fayetteville Code of Ordinances is hereby amended to read as follows : Sec . 2 - 67 . PURCHASES AND CONTRACTS NOT IN EXCESS OF $ 10 , 000 . 00 . All such purchases not in excess of Ten Thousand Dollars ( $ 10 , 000 . 00 ) shall be made by the City Manager , or his duly authorized representative , after the securing and recording of quotation bids therefore ; provided , quotation bids need not be secured for purchases under Five Hundred Dollars ( $500 . 00 ) . Contracts not in excess of Ten Thousand Dollars ( $ 10 , 000 . 00 ) shall be made and entered into by the City Manager , provided , that the hiring or engagement of professional services , shall be conducted according to a professional hiring policy approved by the Board of Directors . Section 3 . The Board of Directors hereby determines that the purchasing authority of the City Manager should be increased to provide for more efficient administration of City government ; hereby determines that more efficient administration of City government is essential to the public welfare ; and hereby determines that the immediate passage of this ordinance is necessary to increase the purchasing authority of the City . Manager . Therefore , an emergency is hereby declared to exist and this ordinance being FIBER1t3-% PALEo87 necessary for the public welfare , shall be in full force and effect from and after its passage and approval .
