KOLLMEYER AN ORDINANCE TO INCREASE RESIDENTIAL , COMMERCIAL AND LOAD-ALL SANITATION RATES TO RETIRE REVENUE ktCROF[LMED BONDS ISSUED IN CONNECTION WITH THE NWARRA INCINERATOR PROJECT . WHEREAS , the City of Fayetteville was to be the major beneficiary of a solid waste mass burn facility to be built by the Northwest Arkansas Resource Recovery Authority , and WHEREAS , the Board of Directors of NWARRA consisted of nine members , seven of which were , as constituted , seven members of the Fayetteville Board of Directors , and WHEREAS , on March 9 , 1988 , in response to a public vote , the Board of Directors of the City of Fayetteville voted to terminate the project subsequent to the issuance of revenue bonds , and Y WHEREAS , the Board of Directors has determined that it is in the best interest of the City of Fayetteville to absorb the cost of termination and V retire the bonds issued , Y V NOW, THEREFORE , BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF W FAYE'1'1'RVni.r?, ARKANSAS : Section 1 . In addition to the fees authorized by Sections 10- 28 , 10-29 Qand 10 . 29 . 1 , the sanitation rates for residential , commercial , and load-all LL pickup shall be increased in the following amounts per month to retire the revenue bonds issued in connection with the NWARRA Incinerator Project . a . Residential base rate $2 . 02 b . Residential extra pickup $ . 18 per can C . Commercial base rate $2 . 04 d . Commercial bulk pickup $ . 19 per minute e . Commercial additional can pickup $ . 19 per can f . Commercial extra pickup $ . 19 per can g . Load-all service $ . 75 per cubic yard Section 2 . That rates to retire the NWARRA revenue bonds shall be effective until the 1st day of January 2003 . Section 3 . Emergency Clause : The Board of Directors hereby determines that the aforesaid provisions are necessary and unless put into effect . : FIBER 1137PAGE576 4" immediately , the public health , safety , and welfare of the people of Fayetteville will be adversely affected . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , _ safety , and welfare shall be in full force and effect from and aftek its passage and approval .
