AN ORDINANCE WAIVING COMPETITIVE BIDDING q . K0 lotV ER qR \
FOR PSYCHOLOGICAL TESTING OF POLICE OFFICERS .

WHEREAS , there is an immediate need to obtain individual psychological
tests to qualify officers of the Fayetteville Police Department under the
minimum standards act , and
WHEREAS , an agreement has been negotiated with the Northwest
Psychological Clinic to conduct said tests at the rate of $330 . 00 per officer ,
and
WHEREAS , the emergency nature of the testing makes competitive bidding
impractical .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE ,
Y ARKANSAS :

V Section 1 . The Board of Directors hereby waives the requirements of
competitive bidding for psychological testing for police officers of the
y Fayetteville Police Department .

Section 2 . That the City Manager is hereby authorized to enter into a
contract with Betty R . Back , Ph . D . and Richard D . Back ,. Ph . D . , d/b/a Northwest
a Arkansas Psychological Group , for a total contract not to exceed eighteen
thousand _ dollars ( $ 18 , 000 . 00) to conduct said tests .
Section 3 . The Board of Directors hereby determines that the need to
waive competitive bidding for psychological testing of police officers is
necessary to the efficient administration of City government . Therefore , an
emergency is hereby declared to exist , and this ordinance being necessary for
the public health , safety and welfare , shall be in full force and effect from
and after its passage and approval .
