KOLLMEYER ORDINANCE NO . 3397 MICROFILMED AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING AND AWARDING A CONTRACT FOR THE DISPOSAL OF WASTE SANDBLAST MATERIAL . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . The Board of Directors hereby waives the requirements of competitive bidding for the disposal of approximately 45 tons of waste sandblast material from the Markham Street Water Tank for the reason that said requirements are not practical as the material needs to be disposed of as soon as possible to avoid possible regulatory problems with storage . The material is being temporarily stored in City dump trucks which need to be returned to normal use as soon as possible . Section 2 . The Board of Directors hereby authorizes the C1 award of a contract for the disposal of waste sandblast material to USPCI of Oklahoma City in the amount of $ 10 , 860 . 00 . r Section 3 . The Board of Directors hereby determines that the immediate disposal of waste sandblast material is necessary for the City to provide efficient public works services and that the provision of efficient public works services is essential to the public health , safety and welfare . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
