BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . The Board of Directors hereby waives the requirements of competitive bidding for the purchase of a new engine for a 1984 Ford tractor backhoe for the reason that said requirements are not practical as the old engine has failed and needs to be replaced immediately for the City to provide efficient public works services . Section 2 . The Board of Directors hereby authorizes the purchase of a new engine for a 1984 Ford tractor backhoe from Williams Ford Tractor of Fayetteville , Arkansas , at a total cost of $ 3 , 689 . 39 . Section 3 . The Board of Directors hereby determines that the immediate purchase of a new engine for a 1984 Ford tractor backhoe is necessary for the City to provide efficient public works services and that the provision of efficient public works services is essential to the public health , safety and welfare . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
