AN ORDINANCE WAIVING THE REQUIREMENTS OF
COMPETITIVE BIDDING FOR PROFESSIONAL SERVICES
TO RECODIFY THE CITY ' S CODE OF ORDINANCES .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for professional services to
recodify the City ' s Code of Ordinances for the reason that said
requirements are not practical because selection of a professional
codifier with legal expertise involves subjective decision making .
Section 2 . That the Board of Directors hereby determines
that the City ' s Code of Ordinances needs to be recodified as
expeditiously as possible for the efficient administration of City
government and hereby determines that efficient administration of
City government is essential to the public health , safety and
welfare . Therefore , an emergency is hereby declared to exist and
this ordinance being necessary for the public health , safety and
welfare shall be in full force and effect from and after its
passage and approval .
