AN ORDINANCE WAIVING THE REQUIREMENTS OF
COMPETITIVE BIDDING FOR THE PURCHASE OF
EQUIPMENT NECESSARY TO OPERATE THE SLUDGE
MANAGEMENT SITE AT THE CITY ' S WASTEWATER
TREATMENT PLANT .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for the purchase of equipment
necessary to operate the sludge management site at the City ' s
Wastewater Treatment Plant for the reason that said requirements
are not practical because the immediate purchase of said equipment
is necessary to prevent the loss of grass coverage at the sludge
management site . A copy of the equipment authorized for purchase
hereby is attached hereto marked Exhibit " A" and made a part
hereof .
Section 2 . That the Board of Directors hereby determines
that the immediate purchase of equipment necessary to operate the
sludge management site at the City ' s Wastewater Treatment Plant is
necessary to prevent the loss of the grass coverage at the sludge
management site and hereby determines that proper operation of the
sludge management site is necessary to the public health , safety
and welfare . Therefore , an emergency is hereby declared to exist
and this ordinance being necessary for the public health , safety
and welfare shall be in full force and effect from and after its
passage and approval .

Equipment Needed to Operate the Sludge Management Site
1. Tractor - 60 H.P.
A tractor of at least 60 H.P. is required to be available
for operation of rotary cutters and spray applicators for weed
control on the entire site.
Recommended make and model: Ford 5900, or equivalent.
Approximate cost: $14,700
2. Fifteen Foot (151) Flexwing Mower
A rotary cutter is necessary to control weeds and continue
to improve the bermudagrass stand. The 15 foot wide flexwing was
selected to optimize machine efficiency and cover the necessary
area in a reasonable period of time.
Recommended make and model:* Bushhog 2615
Approximate cost: $ 6600
. 3. Spray Applicator With Boom
Large areas of the site are so heavily infested with noxious
weeds that mowing alone will probably not suffice for weed
eradication. In those areas, a potent herbicide will need to be
accurately applied, probably by a wick applicator. This sprayer
unit will fill that need and also be available for weed control
in the buffer zones and fence rows.
Recommended make and model.• Continental Belton, Model QHD.
Approximate cost: $ 1,850
4. Weed Eater
Aesthetic appearance of the SMS is of considerable impor-
tance. The weed-eater will be used to trim around buildings,
fences, risers, man-holes, etc.
Recommended make and model:- Craftsman Bushwacker. Sears
Best / cat. # 71 Y 79623C
Approximate cost: $280
5. Back Pack Sprayer
A backpack sprayer would allow the use of herbicide in areas
not accessible by larger equipment. No specific make or model
number is recommended at the present time.
Approximate cost: $80

• 6. Pick-Up Truck
This vehicle will be used to transport parts, tools, fuel,
equipment, and personnell for maintenance, repair, and observa-
tion as needed. The 4-wheel drive feature will assure access to
all areas of the farm at all times of the year.
Recommended make and model• Ford F250, 4 x 4, 4-speed
manual transmission, A/C. (or equivalent)
Approximate cost: $ 16,000
7. Lawn Mower
This machine would be used to cut grass around the opera-
tions building.
Recommended make and model: Craftsman, Sears Best / cat. #
71 Y 37464N Self-propelled, 4. 0 H.P., rear-bagger, 22"cut, high
rear wheels.
Approximate cost: $ 320
