KOLLMEYER MICROFILMED ORDINANCE NO . 3366 AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING FOR GEOTECHNICAL INVESTI - GATION OF THE WALTON ARTS CENTER SITE . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for geotechnical investigation of the Walton Arts Center site for the reason that said require - ments are not feasible because selection of a professional engineer involves subjective decision making . Section 2 . That the Board of Directors hereby authorizes Stewart , White & Associates , Inc . of Tulsa , Oklahoma to perform geotechnical investigation of the Walton Arts Center site in accordance with the proposal and estimate attached hereto and made a part hereof with the total cost not to exceed $ 6 , 000 . 00 . We understand the design of the structure is yet in the preliminary phase . However , it is expected that the building will be primarily of structural steel frame with masonry veneer exterior, •type construction . It is also anticipated that the structure wi11 be multi-level with a portion containing a basement , Retaining walls may also be required . Maximum column loads of the structure are expected to be in the range of 200 to 300 kips . Field Investieation . We will drill the ten sample borings indicated on the Test Hole Location Plan as closely as practical to the directed locations , The borings will be of 5 inch nominal diameter and are tentatively planned for depths ranging from 6 to 35 feet . The scils will be sampled appropriately using thin-walled tut: e samplers and driven split spoon samplers . The expected rock formation will oe sampled using an NW-size core barrel with diamond bits , Soft rock will also be tested insitu using a THD cone penetrometer .
