KOLLMEY O ORDINANCE NO , 3363 MICROFILWO AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETI - TIVE BIDDING FOR THE PURCHASE OF INSURANCE . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of property insurance , boiler /machinery insurance , public officials ' and employees ' liability insurance , and law enforcement liability insurance for the reason that said requirements are not practical because the City ' s existing policies will soon expire . Section 2 . That the Board of Directors determines that adequate insurance coverage is essential to the effective admin- istration of municipal government and hereby determines that the immediate passage of this ordinance is necessary for the purchase of adequate insurance . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public welfare shall be in full force and effect from and after its passage and approval .
