AN ORDINANCE WAIVING THE REQUIREMENTS OF
COMPETITIVE BIDDING FOR THE PURCHASE OF
EQUIPMENT FOR A CROSSWALK SIGNAL AT CENTER
STREET AND U . S . HIGHWAY 471 ,
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for the purchase of equipment
for a crosswalk signal at Center Street and U . S . Highway 471 for
the reason that said requirements are not practical because there
is an immediate need for said equipment to alleviate a safety
hazard .
Section 2 . That the Board of Directors hereby determines
that a pedestrian safety hazard exists at the intersection of
Center Street and U . S . Highway 471 and hereby determines that the
immediate passage of this ordinance is necessary to alleviate said
hazard . Therefore , an emergency is hereby declared to exist and
this ordinance being necessary for the public safety and welfare
shall be in full force and effect from and after its passage and
approval .
PASSED AND APPROVED this 20th day of October , 1987 .
