ORDINANCE NO . 3287 CIRCUIT CLERK,
AN ORDINANCE WAIVING THE REQUIREMENTS OF TAICROFFLA M
COMPETITIVE BIDDING FOR ARCHITECT AND SURVEYOR
SERVICES NECESSARY TO CONSTRUCT THE WALTON
ARTS CENTER ,
BE ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTE-
VILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for architect and surveyor
services necessary to construct the Walton Arts Center for the
reason that said requirements are not feasible because selection
of an architect and surveyor involves subjective decision making .
Section 2 . The Board of Directors hereby determines that
construction of an arts center will promote the public welfare and
hereby determines that the passage of this ordinance is necessary
to accomplish construction of an arts center . Therefore , an
emergency is hereby declared to exist and this ordinance , being
necessary for the public welfare shall be in full force and effect
from and after its passage and approval .
PASSED AND APPROVED this 18th day of August , 1987 .
