ALMA KOLLMEYER CIRCUIT CLERK MICROFILMED AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING FOR THE PURCHASE OF A PATHOLOGICAL INCINERATOR FOR THE ANIMAL SHELTER , BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of a patholo- gical incinerator for the Animal Shelter for the reason that said requirements are not feasible because the Animal Shelter is in immediate need of a pathological incinerator to provide for the sanitary disposal of animal carcasses at a reasonable cost . Section 2 . The Board of Directors hereby determines that the Fayetteville Animal Shelter is in immediate need of a patholo- gical incinerator to provide for the sanitary disposal of animal carcasses at a reasonable cost ; that the sanitary disposal of animal carcasses at a reasonable cost is essential to the public health , safety and welfare ; and that the immediate passage of this ordinance is necessary to provide for the sanitary disposal of animal carcasses at a reasonable cost . Therefore , an emergency is hereby declared to exist , and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
