AN ORDINANCE WAIVING THE REQUIREMENTS rOF `COMPET-ITT
BIDDING FOR THE PURCHASE OF COMPUTER SOE
FOR THE POLLUTION OONTROL PLANT ' S INDUSTRIAL PRE-
TREATMENT PROGRAM ,
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYEITEVILLE,
ARKANSAS:
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for the purchase of computer software
for the Pollution Control Plant ' s industrial pre-treatment program
for the reason that said requirements are not practical because of
the immediate need to implement said pre-treatment program to safeguard
the public health , safety and welfare .
Section 2 . That the Board of Directors hereby authorizes
the purchase of said computer software from Transaction Systems .
Section 3 . That the Board of Directors hereby determines
that the immediate purchase of computer software is necessary to implement
the Pollution Control Plant ' s industrial pre-treatment program which
is essential to the public health , safety and welfare . Therefore ,
an emergency is hereby declared to exist and this ordinance being
necessary for the public health, safety and welfare shall be in full
force and effect from and after its passage and approval .
PASSED AND APPROVED this 5th day of August , 1986 .
