ORDINANCE NO. 3174 CERK M.CROFILM&
AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE
BIDDING FOR THE PURCHASE OF A FABRIC LAY-DOWN
MACHINE FOR THE PUBLIC WORKS DEPARTMENT ,
BE IT ORDAINED BY TBE BOARD OF DIRECTORS OF THE CITY OF FAYETIEyILIE,
ARKANSAS:
Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for the purchase of a fabric lay-dawn
machine for the Public Works Department for the reason that said require-
ments are not feasible as there is only one manufacturer capable of
meeting bid specifications .
Section 2 . That the Board of Directors hereby authorizes
the purchase of one fabric lay-dawn machine for the Public Works Department
from K C Welding and Machine Corporation of Bartlesville , Oklahoma
at a purchase price of $3 , 240 . 00 .
Section 3 . That the Board of Directors hereby determines
that the immediate purchase of a fabric lay-down unit is necessary
for the Public Works Department to properly maintain public streets
within the City and hereby determines that proper maintenance of streets
is essential to the public health , safety and welfare . Therefore ,
an emergency is hereby declared to exist and this ordinance being
necessary for the public health , safety and welfare shall be in full
force and effect from and after its passage and approval .
PASSED AND APPROVED this 4th day of March , 1986 .
