Section 1 . That the Board of Directors hereby waives the
requirements of competitive bidding for the purchase of a mailing
machine , electronic scale , and electronic meter for the reason that
said requirements are not feasible as there is only one supplier meeting
bid specifications .
Section 2 . That the Board of Directors hereby authorizes
the purchase of a 6100 mailing machine , 15 pound electronic scale ,
and RMRS electronic meter from Pitney-Bowes Corporation at a total
price of $6 , 276 . 88 and authorizes the purchase of a guaranteed maintenance
contract for the balance of 1986 with Pitney-Bowes Corporation in
the amount of $426 . 80 .
Section 3 . That the Board of Directors hereby determines
that the City ' s mailing machine and meter is outdated and inefficient ,
and that the immediate purchase of a new mailing machine , electronic
scale , and electronic meter are necessary for efficient City adminis-
tration . Therefore , an emergency is hereby declared to exist and
this ordinance being necessary for the public health , safety and welfare
shall be in full force and effect frau and after its passage and approval .
