That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of Polymer Mix and Feed Pumps for the Pollution Control Plant for the reason said requirements are not practical as there is only one supplier for the the City ' s needed Polymer Feed System. Section 2 . That the Board of Directors hereby authorizes the purchase of two Polymer Mix and Feed Pumps from Trigon Engineering Capany of Little Rock , Arkansas in accordance with the proposal attached hereto marked Exhibit "A" and made a part hereof . Section 3 . The Board of Directors hereby determines that the City ' s Pollution Control Plant is in immediate need of two Polymer Mix and Feed Pumps ; the said pumps are essential for the efficient and safe operation of the Pollution Control Plant ; and that the efficient and safe operation of the Pollution Control Plant is necessary for the public health , safety and welfare . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health, safety and welfare shall be in full force and effect frau and after its passage and approval .
