BE TT ORDAIN BY TBS BOARD OF DDW=tS OF THE CrlY OF FAYEr1EVnJX, AR 0HSFS: Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of ready-mix concrete for the reason that said requirements are not practical as there are only three suppliers and the City has taken quotations from said suppliers . Section 2 . That the Board of Directors hereby authorizes \1 the purchase of ready-mix concrete on an as needed basis during the calendar year 1985 from Springdale Redi-Mix , Inc . , at the prices reflected on the quotation attached hereto marked Exhibit "A" and made a part hereof . Section 3 . That the Board of Directors hereby determines that improvements to the City ' s sidewalks and streets are needed immedi- ately to safeguard the public safety and welfare and hereby determines that the immediate passage of this ordinance is necessary to accomplish such improvements . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public safety and welfare shall be in full force and effect from and after its passage and approval . PASSED AND APPROVED this 8th day of January , 1985 .
