That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of a sewer tapping machine for the Transmission and Distribution Division of the Water and Sewer Department for the reason that said requirements are not practical as there is only one manufacturer and distributor meeting bid specifications . Section 2 . That the Board of Directors hereby authorizes the purchase of one Shewer-Tap machine from Midwest Manufacturing , Inc . , of Shawnee Mission , Kansas at a price of $2 , 631 plus taxes and shipping charges . Section 3 . That the Board of Directors hereby determines that the Transmission and Distribution Division of the Water and Sewer Department is in immediate need of a new sewer tapping machine in order to provide efficient sewage disposal services to the public ; that efficient sewage disposal services are essential to the public health , safety and welfare ; and that the immediate passage of this ordinance is necessary for the City to provide efficient sewage disposal services . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
