CIRCUIT CLERK MICROFILMEC>�� AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE BIDDING FOR THE STRIPING OF CITY STREETS . BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the striping of the City ' s streets because said requirements are not practical as there is only one bidder meeting specifications . Section 2 . The Board of Directors hereby awards the contract for the striping of the City ' s streets to Stafford Enterprises of Alexander, Arkansas , at the following contract prices : $ . 11 per linear foot of skip line ; $ . 09 per linear foot of continuous line ; and $60 . 00 each for left or right turn arrow . Section 3 . The Board of Directors hereby determines that many City Streets are in immediate need of striping in order to safeguard vehicular and pedestrian traffic ; that safe vehicular and pedestrian traffic is essential to the public welfare ; and that the immediate passage of this ordinance is necessary to insure safe pedestrian and vehicular traffic on the City ' s streets . Therefore an emergency is hereby declared to exist and this ordinance being , necessary for the public safety and welfare shall be in full force and effect from and after its passage and approval . .
