That the Board of Directors hereby waives the requirements of competitive bidding for the repair of Prospect Street near Olive Avenue for the reason that said requirements are not practical and said street is in immediate need of repair in order to correct a traffic hazard , Section 2 . That the Board of Directors hereby awards the bid for the repair of Prospect Street near Olive Avenue to Tomlinson Asphalt Company - at a total cost of $ 6 , 150 in accordance with the bid proposal attached hereto , marked Exhibit "A" and made a part hereof . Section 3 . The Board of Directors hereby determines that Prospect Street near Olive Avenue is in immediate need of repair in order to correct a traffic hazard and hereby determines that the immediate passage of this ordinance is necessary to enable said repair . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public safety and welfare shall be in full force and effect from and after its passage and approval .
