That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of a maintenance management computer software package for the pollution control plant for the reason that said requirements are not practical as there is only one supplier meeting bid specifications . Section 2 . That the Board of Directors hereby authorizes the purciFaseoof a maintenance management computer software package for the pollution control plant from CH2M Hill Southeast , Inc . for $ 3 , 000 . 00 . Section 3 , The Board of Directors hereby determines that , TE imme iate purchase of a computer software package is necessary to insure proper maintenance management at the City ' s pollution control plant ; hereby determines that proper maintenance management at the pollution control plant is essential to the public health , safety and welfare ; and hereby determines that the immediate passage of this ordinance is necessary for the purchase of said software package . There - fore an emergency is hereby declared to exist and this ordinance being necessary for the public health , safety and welfare shall be in full force and effect from and after its passage and approval .
