AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPET11 ' y , BIDDING FOR THE PURCHASE OF READY-MIXED CONCRETE . F/j, "' - BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requite rements of competitive bidding for the purchase of ready-mixed Conrete for the reason that said requirements are T not practical because the City is in immediate need of ready -mixed concrete to construct necessary sidewalks and street improvements . Section 2 . The Board of Directors hereby authorizes the purchase oready-mixed concrete on an as needed basis during calendar year 1984 from Arkhola Sand & Gravel Company at the prices reflected on the quotation attached hereto , marked Exhibit "A" and made a part hereof . 1 Section 3 . The Board of Directors hereby determines that T improvements to the City ' s sidewalks and streets are needed immediately to safeguard the public safety and welfare and hereby determines that the immediate passage of this ordinance is necessary to accomplish such improvements . Therefore an emergency is hereby declared to exhibit and this ordinance being necessary for the public safety and welfare shall be in full force and effect from and after its passage and approvel .
