Section 1 : That Section 19 - 193 ( a ) of the Fayetteville
Code o Or inances is hereby amended to read as follow
( a ) Immobilization authorized . Employees of the
v traffic department and officers of the police
J department are hereby authorized to temporarily
immobilize any vehicle which is parked in violation
of any provision of this chapter .
Section 2 : The Board of Directors hereby determines
that of e— ctive regulation of vehicular parking is essential
to the public safety and welfare . hereby determines that the
City ' s existing parking regulations do not effectively
regulate vehicular parking as a result of which a serious
C parking problem has occurred in the City , and hereby determines
that the immediate passage of this ordinance is necessary to
effectively regulate vehicular parking . Therefore , an
emergency is hereby declared to exist , and this ordinance
being necessary for the public safety and welfare shall be
in full force and effect from and after its passage and
approval .
