CIRCUIT CL ` RY ;i BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF v FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of two memory typewriters for the City Manager ' s office for the reason that said requirements are not practical as there is an immediate need for said typewriters to facilitate the efficient administration of City government and only one supplier meeting specifications . Section 2 . The Board of Directors hereby authorizes the purci� ase of one Xerox 260 Memorywriter and one Xerox. 630 Memorywriter in accordance with the purchase requisition attached hereto , marked Exhibit A and made a part hereof . Section 3 . The Board of Directors hereby determines that t e'City Manager ' s office is in immediate need of two memory typewriters to facilitate the efficient administration of City government ; that there is only one supplier meeting specifications ; that efficient administration of City govern - ment is essential to the public health , safety and welfare ; and that the immediate passage of this ordinance is necessary for the efficient administration of City government . Therefore , an emergency is hereby declared to exist and this ordinance , being necessary for the public welfare , shall be in full force and effect from and after its passage and approval .
