TO CONSTRUCT A NOISE BARRIER AT THE FAYETTEVILLE
MUNICIPAL AIRPORT .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF'
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives
1 the requirements of competitive bidding for a contract to
provide the labor necessary to construct a noise barrier at
the Fayetteville Municipal Airport for the reason that said
requirements are not practical because the immediate construc -
tion of said noise barrier is necessary to protect the public
welfare and protect the City from potential liability .
Section 2 . The Board of Directors hereby determines
that t en construction of a noise barrier at Drake Field is
needed immediately to protect the public welfare and protect
the City from potentialliability , and hereby determines that
the immediate passage of this ordinance is necessary to provide
for such construction . Therefore an emergency is hereby
declared to exist and this ordinance being necessary for the
public welfare shall be in full force and effect from and
after its passage and approval .
PASSED AND APPROVED this 18th day of October , 1983 .
