That the Board of Directors hereby waives the requirements of competitive bidding for the purchase of traffic signal controller equipment to control left turns onto Township Road at North College Avenue for the reason that said requirements are not practical as there is one supplier meeting bid specifications . Section 2 . The Board of Directors hereby determines that t e�City is in immediate need of traffic control signal equipment to adequately regulate motor vehicle traffic ; that adequate regulation of motor vehicle traffic is essential to the public safety and welfare ; and that the immediate passage of this ordinance is necessary to authorize the purchase of said equipment . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public safety and welfare shall be in full force and effect from and after its passage and approval .
