AN ORDINANCE WAIVING THE REQUIREMENTS OF COMPETITIVE
BIDDING FOR THE PURCHASE OF TWO ROOTS VACUUM PUMPS
FOR THE POLLUTION CONTROL PLANT .
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE , ARKANSAS :
Section 1 . That the Board of Directors hereby waives
the requirements of competitive bidding for the purchase of
two Roots vacuum pumps for the pollution control plant for
the reason that said requirements are not practical , as there
is only one supplier of the required equipment .
Section 2 . The Board of Directors hereby authorizes
the purchase of two Roots Dresser Model VJ616 water sealed
Vacuum lower packages from Arkansas Industrial Machinery , Inc .
at a contract price of $ 9 , 532 . 00 each .
Section 3 . The Board of Directors hereby determines
that the pollution control plant is in immediate need of two
Roots vacuum pumps if said plant is to operate properly ; that
proper operation of the pollution control plant is essential
to the public health , safety and welfare ; and that the immediate
passage of this ordinance is necessary for the proper operation
of the pollution control plant . Therefore and emergency is
hereby declared to exist and this ordinance being necessary
for the public health , safety and welfare shall be in full force
and effect from and after its passage and approval .
