BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY v OF FAYETTEVILLE , ARKANSAS : Section 1 . That the Board of Directors hereby waives the requirement of competitive bidding for the purchase of ready mixed concrete and add mixtures consisting of calcium chloride and air entraining for the reason that said requirements are not practical because annual requirements cannot be accurately estimated . Section 2 . The Board of Directors hereby authorizes the purcFase oof the aforesaid materials as needed by the City during the year 1983 from Arkhola Sand and Gravel Company at the prices quoted in the proposal attached hereto marked Exhibit "A" and made a part hereof . Section 3 . The Board of Directors hereby determines that the City is in immediate need of ready mix concrete to construct necessary public improvements ; and determines that the passage of - this ordinance is necessary to enable the immediate purchase of said material . Therefore , an emergency is hereby declared to exist and this ordinance being necessary for the public welfare shall be in full force and effect from and after its passage and approval .
