That the Board of Directors hereby waives the requirements of competitive bidding for the relocation of telephone equipment necessitated by the remodeling of the City Administration Building for the reason said requirements are not practical because Midwestern Telephone , Inc . is the only company authorized to perform work on the City ' s telephone system . Section 2 . That the Board of Directors hereby authorizes Midwesterephone , Inc . to relocate the City ' s telephone system at the lump sum prices reflected in the proposals attached hereto marked Exhibits "A" , " B" and " C " and made a part hereof .
